GILBERT, AZ (3TV/CBS 5)
A female pedestrian has died following a hit and run crash in Gilbert last weekend. The suspect now faces manslaughter charges.
According to Gilbert police, 43 year old Beth Kumpe was walking with her 20 year old daughter and their dog near Burk Street and Houston Avenue when she and the dog were struck by a vehicle.
Police said the vehicle drifted into the bike lane and drove up on the curb and struck Kumpe and the dog.

The driver of the vehicle fled the scene.
Police say Kumpe was taken to a local hospital. She later died from her injuries.
The daughter was not injured. Police did not clarify the condition of the dog.
According to Gilbert PD, the driver, who police say is 23 year old Paul Flanigan,
was located about 30 minutes after the crash half a mile away from the scene. Police were able to determine that the driver and the vehicle were the ones involved by the damage to the vehicle.
Police say they found a usable amount of what they believe is methamphetamine and a glass pipe with white residue as well as a colored glass pipe with marijuana residue in a backpack that was found inside the vehicle.
Flanigan had a female passenger in the car who said they had been driving for over an hour from Sycamore Creek. She told officers that Flanigan was driving and she was jolted awake by several bumps.
The passengers told police that Flanigan stopped a distance from the scene and that she heard him say “I’m going to jail” over and over. She said that she thought he probably hit an animal or a person by the way he was reacting.
The woman also told police that they had consumed alcohol earlier that day and that neither of them had called for medical or police help after the crash.
The officer on scene reported that Flanigan showed signs consistent with impairment including an open container of beer in the center console of the vehicle, dilated pupils and bloodshot eyes.
Flanigan was arrested on multiple charges including aggravated assault and hit and run.
Since Kumpe has now died, Flanigan will also face a manslaughter charge.
??UPDATE TO HIT AND RUN: Roadway has reopened. Paul Flanigan (23) of Sun Lakes was arrested and will be booked into jail on aggravated assault and hit and run. Additional charges my occur. The victim is still listed in serious condition.
